I’m doing a PhD IN tourism. Based on my observation, there are both internal and external drives for easing restrictions on outbound tourism. Internally, after years of open door policy and economic reform, the demand for overseas travel emerged from an increasingly well-off middle class, opening outbound travel market is somehow an inevitable consequence of economic development. Externally, PRC authorities face the pressure from industrialized countries for it huge trade surplus over those nations. Outbound tourism is a way of combating the effects of surplus. It is useful to compare the development path of China’s outbound tourism with some newly industrialised nations in the Asia-Pacific region. i.e. Korea and Taiwan.
